The City of Seattle says a settlement reached to relicense its three Skagit River dams includes “substantial commitments to … comprehensive fish passage and habitat programs, intended to increase salmon harvest and recovery,” as well flood risk management, tribal cultural access, recreation enhancements and Skagit Delta and river restoration work.
